This is the last part of Dead Drums & Popular Propaganda Plus Tribal Politics. It's a story about a boy who lives on a small island called Toú. The boy journeys to an island nation called Vahn via a small boat he made himself. The people treat him as one of their own, but he panics due to the intense culture shock of transitioning from solitary life to a full-fledged society. The people concerned for his welfare decide to Exorcise him and remove the afflicting spirits from his body. This does little to help the boy, who decides to swim off the island and make his way back home. His corpse is found 5 days later on the water. He has no water in his system, but he is found to have a cloth stuffed in one of his pockets that says "Exeräise". A murder investigation is started and the police find a previously unknown and uncharted island with two non-natives living among the rest of the people. The two non-natives say that they found a boy who had washed up on the beach who was breathing and strangled him. They apparently did not desire anyone to find them; it was too risky. They said they had sailed away from Unkardia to Anne, and then from the abandoned city of Cathrop to this isle. The natives were apparently very hospitable.

The police sail back to the Isle of Daei and the nation of Vahn with the two culprits with them. Upon their arrival, the suspects are found guilty of murder and sentenced to prison. When the two suspects are chained up, a black fog enters the prison and suffocates the jailers. The two suspects use the opportunity to escape and run to the marsh south of Vahn, the only part of the island left uninhabited due to its horrid black fog. The prisoners were never found, but it is said that a god had mercy on them and let them ascend to heaven. This was told after the wooden tower housing various Vahnian relics was struck by lightning and burned to the ground. A second tower was then closed to prevent any other casualties.
